Pompeo would bring a number of assets to his new role as the top U.S. diplomat - Trump's confidence, government experience and an insider's knowledge of Congress and the federal bureaucracy - if confirmed by the U.S. Senate to replace Rex Tillerson, supporters say.

The tensions peaked last fall amid reports Tillerson had called Trump a "moron" and considered resigning. White House chief of staff John Kelly hinted that the dismissal was in the offing during a Friday phone call with the Secretary of State, who was overseas on a diplomatic mission.

More recently, Trump left it to Kelly to force staff secretary Rob Porter to resign after he was accused of emotional and physical abuse by his two ex-wives.

Senate Majority Leader Mitch McConnell praised Trump's move to nominate Pompeo, calling the director the ideal choice to lead the nation through a series of diplomatic negotiations over the coming year. "Being the Central Intelligence Agency director requires one set of skills, being the secretary of state requires diplomatic skills", Menendez said, adding he will have to wait and see if Pompeo has what it takes.

Despite his upcoming departure, Tillerson thanked his his policy planning team and other agency officials for their work during his tenure, adding that he has encouraged them "to remain at their post and continue our mission at the State Department". "And it's quite clear that Tillerson, while trying to establish a relationship with the president, never fully deferred to Donald Trump's my-way-or-the-highway approach but saw it as his job to pursue America's over-arching diplomatic interests". Tillerson seemed to be nearly intentionally tanking morale at the department - for example, by freezing hiring of diplomatic spouses overseas.
