Democrats had said they wanted to see more assurances on immigration negotiations before moving ahead with the caps deal, but rank-and-file Republicans said they sensed more flexibility from Democrats in recent days. About 700,000 of them signed up for the DACA program, which Trump has moved to cut off on March 5.

Lawmakers are trying to agree on legislation that would protect Dreamers and boost border security.

"He has deliberately and sometimes, not on goal, done a lot of things to increase polarization between the parties, so certainly he hasn't helped the issue at all", said Barratt.
