Calgary is not among the cities shortlisted for the Amazon HQ2- a second North American headquarters

Amazon has released a "short" list of cities it's considering for its second headquarters.

Now comes the hard part for the finalists - and for Amazon.

But Amazon also selected locations not typically regarded as tech centers, such as Columbus, Ohio, Indianapolis, Miami, and Nashville, Tenn.

Among the long shots, Paddy Power listed a tie at 20-to-1 odds for nearly half the field, comprised of Columbus, Los Angeles, Nashville, Indianapolis, Raleigh, Dallas, Northern Virginia, and Miami.

"It's hard to say whether all these places are in play or Amazon wanted to encourage continued competition", Kolko said.

The Seattle-based online retailer released a Request for Proposals last September seeking a location for its second home.

City leaders have stressed Pittsburgh's universities, specifically Carnegie Mellon and Pitt, as a major advantage - creating a "talent pipeline" of potential Amazon employees.

That didn't stop people from calling the Development Foundation up and letting them know about Amazon's invitation, Dziedzic said. Some cities like Columbus offered Amazon future incentives like income tax refunds, property tax abatements and a transportation plan, according to the Columbus Dispatch.

The state had submitted proposals for the Stamford and Hartford regions. But it was told the cities weren't big enough.

Lindsey Graham, who has called on Trump to "close the deal", said that Trump later changed his mind . These proposals are not the first or only bills introduced by Republicans.

The bid from the New York area includes New York City, Long Island and Westchester County and was assembled by the state, Gov. Andrew M. Cuomo's economic development czar, Howard Zemsky, said in October.

"I don't see it as a waste of time at all", he said. Nine of the nation's 10 largest metros are on Amazon's list. That could make it harder for those areas to provide enough top-notch technical, managerial and financial talent.

Business Insider compiled economic data for the 17 American cities on the Amazon HQ2 shortlist. Amazon said it would consider locations that were not chosen as finalists for future investments.

Kansas City's HQ2 proposal has not yet been made public, but it was a two-state, 15-county effort involving about 200 people.

Mayor Jim Kenney calls the decision to include Philadelphia "an exciting milestone" for the city. "Those are all good things, too", Scholes said.

Enfield Town Manager Bryan Chodkowski said Thursday that despite knowing the town faced long odds to attract Amazon, the news was nonetheless disappointing.

Bill S3631/A5340 would produce the majority of the $7 billion being offered in state and city tax credits to Amazon's HQ2 if they make the move to the Garden State.

Eisenberger said the proposal gives the city an up-to-date portfolio of "assets we have that we should be proud of and continue to sell".
