When the Obamacare backlash began, Trump decided the House's bill was "mean"; if a tax plan tilted to the rich passes the House and stirs criticism, one can easily imagine Trump trashing a bill he helped design.

By agreeing to kick the can on the debt-limit and spending battles three months down the road, Trump avoided having Washington locked in another inside-baseball battle when so many Americans are suffering. To rub it in - or perhaps to get something done - he turned to Democrats, Senate Minority Leader Chuck Schumer and House Minority Leader Nancy Pelosi, for action on other issues. Independents are generally less ideological than Republicans or Democrats. To Trump, progress-or the illusion of it-is. And with the majority comes the power not only to pass hostile legislation but to conduct oversight, subpoena witnesses and documents, authorize an independent commission on Russian Federation, and, of course, impeach and hold a trial for a president.
