Dunford on Tuesday told Fang Fenghui, chief of the People's Liberation Army's joint staff department, that the sides had "many hard issues" between them but were willing to deal with them through dialogue.
"No matter what options the United States and President Trump want to use, they have promised to have full consultation with South Korea and get our consent in advance", President Moon Jae-in said in a televised press conference Thursday, per the New York Times. Pyongyang has previously fired missiles and taken other steps in response to the annual exercises.
The North's leader Kim Jong-Un said Tuesday he would "watch a little more" before making a decision on the Guam missile launch, a declaration Trump lauded as "very wise".
He said he believes North Korea would be crossing a red line if it completes its development of ICBMs and mounts nuclear warheads on its ballistic missiles. "Official military talks with the USA will be a deterrence to North Korea".
"(The plan) is to shut down now operating nuclear power plants one by one as they reach the end of their designed lifespan", Moon said, adding that local nuclear facilities are created to last 60 years.
He was responding to remarks by a top Trump aide ruling out military action over North Korea's nuclear programme.
"North Korea is getting closer to the threshold of the red line", Moon warned at a press conference in Seoul on Thursday marking his 100 days in office, as reported in the local Yonhap news agency.
"I will prevent war at all cost", President Moon Jae-in said, as cited by AFP. All sides moved to tamp down tensions this week and signaled they may be willing to move toward negotiations. Trump tweeted on Wednesday. "The potential consequences of military action are too horrific to even contemplate", Guterres said.
Regarding Pyongyang's silence on Seoul's suggestion of military and Red Cross talks, Moon said that dialogue should be resumed but that dialogue itself could not be the goal. "I want to warn North Korea that it must put an end to his unsafe games". "I do not necessarily believe that showed his determination to take military actions", he added.
The United States and South Korea remain technically still at war with North Korea after the 1950-53 Korean conflict ended with a truce, not a peace treaty.
"A resolution of the North Korea nuclear issue by military force is completely unacceptable and the peninsula's nuclear issue must be peacefully resolved by political and diplomatic methods", Mr Lavrov said.
Moon said he thinks Trump's belligerent words are meant to show a strong resolve for pressuring the North and don't necessarily display the willingness for military strikes.
Pyongyang says it needs nuclear weapons to defend itself from possible invasion by its "imperialist enemy" the U.S. and has long sought to develop a nuclear-tipped missile capable of hitting the USA mainland. "There's no equivalency", between North Korea's illegal nuclear and missile testing and the US's regularly scheduled, internationally monitored, and completely legal bilateral drills, according to Nauert.
The agreement, however, fell through less than a year later when the George W. Bush government froze North Korean assets in a bank in Macau, leading to the North's first nuclear test on October 9, 2006.
